Founder & CEO


D. Mark Lowers serves as President and Chief Executive Officer of Lowers Risk Group, a provider of enterprise-wide risk mitigation and loss prevention, employment screening, and data intelligence services through its three complementary companies: Lowers & Associates, Proforma Screening Solutions, and Wholesale Screening Solutions. Mark is also President of Lowers & Associates, a firm specializing in risk mitigation, international risk management, and loss prevention services that provides services to insurance companies, banks, the cash-in-transit industry, and other financial institutions. He has served in this capacity since 2004.

David Lowers

CTO, Lowers Risk Group / CEO, Proforma Screening Solutions


David Lowers brings senior management skills to Proforma, as well as extensive knowledge in the security and background screening industry. David continues to lead as CTO in the development of industry methodology and practices to include the application of technology designed to improve process and delivery efficiency. David and his management team at Proforma bring exceptional business leadership, unparalleled knowledge of the industry, and continue to lead in innovation.

Matthew Lowers

Founder & President, Wholesale Screening Solutions


Matthew oversees the day to day operations including human capital, vendor management, process management and client services. As a member of the NAPBS, he continues to lead and grow the company as a background screening industry innovator. Additionally, Matthew co-founded HeroHomes; a nonprofit foundation established to build houses, jobs, and communities for disabled veterans.

Dan Agee

COO, Lowers Risk Group


A tenured veteran of the background screening industry, Daniel has worked in various capacities including Global VP Operations/Quality. As COO, Daniel is responsible for enterprise operations including the direct oversight of Account Management, Budget and Strategic Planning, Staffing, Training, and New Product Development. Daniel holds both an MBA and MSM from West Virginia University. Daniel has previously served on the International Compliance Committee of the National Association of Professional Background Screeners (NAPBS).

Paul Harbolick

EVP Finance, Lowers Risk Group


Paul Harbolick has a broad base of financial management experience. As the Executive Vice President for Finance at LRG he works extensively with the executive management team on business planning, he is also a certified public accountant. He is a member of the Board of Directors of Inova Health System (IHS), a chairman of the IHS Investment Advisory Committee, and is Chairman of the IHS Audit Committee.

LaDawn Presgraves

CFO, Lowers Risk Group


LaDawn Presgraves brings over 30 years of accounting and financial experience to the Lowers Risk Group team. Her diverse background is a culmination of experience gained within the healthcare, manufacturing/remanufacturing, and building component/supply industries. She possesses a BS in Accounting, MBA and is currently licensed as a CPA in the Commonwealth of Virginia.

Vince Pascarella

EVP & General Counsel, Lowers Risk Group


Vince joined LRG in 2012 as Executive VP of Sales and was promoted to General Counsel in 2016. Vince developed his pre-LRG executive management skills in roles as president, vice president and general counsel, vice-president of sales, and director of business development and compliance. Vince has been an attorney and executive in the enterprise risk mitigation industry since 1998. He is a licensed attorney, is SHRM certified SHRM-SCP and NAPBS certified FCRA Advanced. Vince earned his Juris Doctorate degree from the University of Colorado School of Law and his Bachelor of Arts, magna cum laude, from Long Island University.

Bruce D. Myers

CRO, Lowers Risk Group


Bruce D. Myers works closely with the executive team at LRG to communicate our vision and transforms that vision into long-term strategies for pioneering new markets and opportunities. He regularly analyzes productivity and effectiveness, forms strategic product road maps, creates market positioning and competitive advantages, and determines budget trade-offs with a goal of continually improving and developing sustainable sales results within LRG. Bruce gained many years of experience in executive leadership roles in the risk management field, and has extensive knowledge of business processes.

Michael Gaul

EVP Marketing, Lowers Risk Group


Michael is a results-oriented marketing executive with over two decades of experience in employment screening, physical security, and business process management. Michael has deep experience in human capital risk management and a passion for educating business leaders and HR professionals on strategies that tangibly protect their interests. Michael serves on the Board of the Secure Cash and Transport Association (SCTA) and is a member of the National Association of Professional Background Screeners (NAPBS), and the American Society of Industrial Security (ASIS).

Rachel Franklin

VP Human Resources, Lowers Risk Group


Rachel has over 24 years of human resources leadership experience in the service, manufacturing, and government contracting industries. During her time with Lowers Risk Group, she has led the recruitment efforts to support 350% company growth in the previous 12 months, and implemented HR structure and process. She has held several HR leadership positions, with companies including General Electric and Marriott.

Joe Labrozzi

CSO, Lowers Risk Group


Joe is the organization’s senior executive accountable for the development and oversight of policies and programs intended for the mitigation and/or reduction of compliance, operational, strategic, financial and reputational security risk strategies relating to the protection of people, intellectual assets, and tangible property. Prior to this position, Joe was the Director of Claims & Research for L&A, as well as manager of the Research & Analysis Department.
